This may sound like two-bit pyschological analysis, but it may be that he’s been taught that his body is filthy down there, either due to some religious mumbo jumbo, or something that was drilled into him when he was potty trained.
You’re not going to get him past it. Don’t bother trying, but don’t feel like it has ANYTHING to do with you. HE is the one who’s messed up.

does sound a bit odd for a man. maybe he thinks its weird to kiss you after your mouth was on his penis? don’t feel guilty. everyone has a different sexuality to them.
