From what most Muslims say about any sexual act is that all is permissable except for anal sex and sex during a woman’s menstrual cycle. So I would assume that it is not haram.
Pardon my expliciteness in advance.
Although not specific to sex, ’swallowing filth’ is haram.
Hanbali books suggest that sperm and vaginal secretions are pure, while pre-ejaculatory fluid is filthy. Therefore, fellatio is lawful as long as any areas where there is pre-ejaculatory fluid are avoided. You could also use a condom and the pre-fluid would be avoided all together.
It has been said that cunninlingus is permissible before penetration and offensive after.
Coming from a culture that requires women to conceal themselves, even on scorching-hot days, I wouldn’t be surprised if its forbidden. The Koran, the holy book of Islam (and the Bible) were written by men, so its only natural that it would lack giving women consideration to address their needs. Both were written in ancient times, when men were dominant. Times had changed through the centuries, and its time the attitudes should change as well. I’m critical of any religion that promotes the idea that sex should only be limited to procreation, and discourages men and women from engaging and enjoying what their bodies naturally needs, which is sexual stimulation.
