I find it amusing that yahoo edited your tree’s name. I have a weeping pu s sy willow and have yet to learn enough to help you out.

you can prune it anywhere just above a bud-
also you might want to know that it’s a perennial so it needs a winter dormancy if it’s going to live for a long time-you can either plant it outside or keep it in a very cool room a couple of degrees above freezing until spring (it will loose it’s leaves but that’s normal). During active growth (when it has leaves) you must always keep it moist-i actually kept the ones we had in a saucer with an inch of water at all times-just think of the willows that grow at the edges of lakes in parks. if it’s going to be inside you need at least 4-5 hours of DIRECT sunlight or it won’t have enough energy and it’s going to be a sad looking little plant….even in front of a window with no sun will not suffice in the long term. also feed it regularly. from about mid-november to beginning of march keep the earth moist but don’t leave water in the saucer-let it dry just on the surface. Very important-keep it in a room or the garage where it won’t actually freeze but it will be about 5 degrees above freezing (whatever that is in fehrenheit..). in march bring it into a sunny window and wait until it starts budding before watering it abundantly again. or you can just plant it in a very moist and sunny part of the garden!
also the new shoots don’t naturally ‘weep’ at that age so you have to train them-i’m guessing you can use the bonsai technique of wrapping them carefully with copper wires…
