Offender means they got caught. A predator might have, but they would register as an offender.

Living stipulations are only if the minor was under 16 and happened after 2004. That’s the law in FL. Go to for info on these and many other laws. You can also pull up the statutes for each state online and read the laws for yourself. Know your rights. The government may try to abuse you and it is up to you to know what rights you have and what laws you have to follow.
Anyone convicted of a sex crime, whether offender or predator must stay on the list until they are off probation. At that point you could contact the ACLU about getting off the list. Also, after being on the list for 20 years you can apply to be removed.
